South Africa is winning the AI race – So why are Millions still locked out?

Artificial intelligence is rapidly transforming how we work, study, communicate and do business. Across boardrooms, universities and government departments, AI is no longer viewed as a futuristic technology – it is becoming part of everyday life. South Africa has become Africa’s leader in artificial intelligence (AI), yet millions of South Africans remain locked out of the digital economy for one simple reason: they don’t have the tools to participate.

On paper, the country is making impressive progress. According to Microsoft’s Global AI Diffusion Report (Q1 2026), South Africa ranks 46th out of 147 economies, outperforming every other African nation measured. Generative AI usage has climbed to 23.1% of the working-age population, with businesses increasingly integrating AI into everyday operations.

These statistics paint the picture of a country embracing the future. But they don’t tell the whole story.

Behind South Africa’s growing reputation as an AI leader lies a digital divide that threatens to leave millions further behind. While companies discuss automation, productivity and digital transformation, a large proportion of South Africans still lack something far more fundamental: access to a computer and the digital skills needed to use one.

The AI revolution may be accelerating, but participation remains deeply unequal.

The Real Cost of Joining the Digital Economy

For many South Africans, the greatest barrier to AI isn’t understanding the technology- it’s affording the hardware needed to access it. According to the latest available Statistics South Africa earnings data, the median monthly salary is R5,417. An entry-level laptop costs more than R6,000.

In practical terms, buying a computer costs more than an entire month’s salary for roughly half the country’s workforce. For families already balancing transport costs, groceries, rent and school fees, purchasing a laptop becomes a luxury rather than a necessity. The result is predictable. Only 16% of South African adults own a computer, while the latest International Telecommunication Union (ITU) figures show that just 26% of households have a computer at home. Without regular access to a laptop or desktop computer, millions of South Africans never have the opportunity to develop the computer literacy that modern education and workplaces increasingly demand.

Being Online Doesn’t Mean You’re Digitally Equipped

South Africa has made significant progress in expanding internet access.

According to ICASA’s 2026 State of the ICT Sector Report, 82.1% of households now have internet access from at least one location, with smartphones becoming the primary gateway to the online world.

This is an important achievement. But connectivity alone is no longer enough. There is a growing difference between being connected and being digitally capable.

Scrolling through social media, watching videos or sending WhatsApp messages requires very different skills from preparing a professional CV, analysing data in Microsoft Excel, attending an online lecture, navigating government portals or using AI-powered workplace tools.

These tasks require confidence with keyboards, operating systems, file management and productivity software—skills that cannot be developed consistently on a smartphone alone.

As artificial intelligence reshapes industries, employers are increasingly looking for workers who can adapt to digital tools. Simply having internet access no longer guarantees participation in the digital economy. The conversation has shifted from access to capability.

The Digital Divide Begins Long Before the Workplace

South Africa’s digital skills gap does not begin when young people enter the workforce. It begins in the classroom.

According to the Department of Basic Education’s 2025 Education Facility Management System Report, fewer than half of South Africa’s public schools have a computer centre. That means more than 11,000 schools continue to operate without dedicated computer facilities.

The challenge extends into classrooms themselves.

Fewer than 10% of mathematics educators have computers available in their classrooms, limiting learners’ exposure to the digital tools that underpin modern education.

For many learners, using a computer remains a rare experience until they reach university or secure their first job.

By then, they are already competing with peers who have spent years building digital confidence.

“This means that thousands of learners arrive without the basic computer literacy skills needed for post-school study and the workplace,” says Barbara Cawcutt, General Manager at ICB (International Certifications for Business).

“As they start on the back foot, tertiary institutions have a responsibility to step in to address this gap with foundational digital skills support, including basic proficiency on a laptop or desktop, to open the door for students to fully participate in education, work and the digital economy.”

AI Starts With Basic Computer Skills

Artificial intelligence has become the defining technology of our time.

But before someone can use AI effectively, they must first know how to use a computer.

That means understanding how to:

  • Operate a laptop or desktop computer.
  • Use a keyboard and mouse.
  • Save and organise digital files.
  • Navigate the internet efficiently.
  • Work with productivity software.
  • Complete digital forms and online applications.

These may seem like basic skills. In today’s economy, they are foundational. Without them, millions remain excluded not only from AI, but from tertiary education, formal employment and countless digital services that many now take for granted.

“With digital literacy levels critically low, it is imperative to start with foundational computer and digital literacy,” says Cawcutt.

“As tertiary institutions we can play a key role in bridging this gap and preventing South Africans who are already excluded from falling deeper into economic and social isolation.”

The Risk Isn’t Falling Behind AI – It’s Falling Behind Society

The Human Sciences Research Council recently found that 73% of South Africans have little or no awareness of artificial intelligence.

This statistic reveals more than a knowledge gap. It highlights a widening participation gap.
